Q Are the mid boom travelers standard?A No the original mainsheet system was attached to the aft end of the boom. We allowed travelers some years ago and then modified the rule to state that any attachment to the boom must be no further forward than 36" from the Booms black band.
Mid cockpit travelers are probably the most effective, but you will curse them everytime you bang your shins on them.
Q. Should the sail number match the Hull Number.
A. Yes. But it is not mandatory. Your previous owner bought some used sails from another boat with those numbers. Any sail maker can change the numbers for you. If you are getting new sails, make sure you specify everything. I got sails for another boat and since I didn't specify everything, I got the insignia in a wrong color and no sail numbers at all.
