I don't have any advice to offer wrt actually altering that.

But, since I was going through the manual, you might want to check with the chief measurer to get an official word saying you would or would not be within the spirit of the rule before you do make any mods as the manual specifically states they cannot be altered.

3.2.3 The swing-keel pivot and stop bolt locations may not be altered from their positions as originally manufactured. The pivot bolt is approximately 129 1/2 inches from the transom bottom corner, and the stop bolt is app. 6 1/2 inches aft of the pivot bolt.
